Review Theory—Residential is the fundamental review course that all reviewers of residential appraisals and reviews should have in their educational background. It is a required course for individuals pursuing the Appraisal Institute Residential Review Designation (AI-RRS, Appraisal Institute Residential Review Specialist).

At the core of this course is the review process. Participants explore the seven steps in the process as they apply to reviews of residential work including, but not limited to, those subject to GSE requirements. To be a reviewer, an appraiser must learn how to develop opinions of completeness, accuracy, adequacy, relevance, and reasonableness relative to the work under review. These opinions must be refined through tests of reasonableness to develop reconciled opinions of appropriateness and credibility.

The material addresses how requirements of the review process compare with those of the Fannie Mae Form 2000/Freddie Mac Form 1032, One-Unit Residential Review Form, as well as other GSE documents such as the Fannie Mae Selling Guide. Other topics include complex or challenging residential review assignments such as those involving limited data, nonconforming properties, less common ownership types, or unusual properties such as geodesic domes and hobby farms. By taking this course, participants will gain invaluable confidence in the fundamentals of review.

NOTE: Students pursuing the AI-RRS designation must attend all 3 days and successfully pass the exam. Students who are not pursuing the designation but seeking 15 hours of CE credit are not required to attend on Wednesday.

This new 7.5-hour course, developed in collaboration with Freddie Mac, provides an in-depth look into preparing appraisals for traditional manufactured homes plus insight into CHOICEHomeSM—the new type of high-quality manufactured homes that are built to HUD code but developed with site-built features. You’ll learn how to meet the specific requirements of Freddie Mac, the Federal Housing Authority (FHA), Veteran’s Administration (VA), United States Department of Agriculture (USDA), and Fannie Mae using a new, ground-breaking tool—the Manufactured Home Quality Rating Worksheet, which is consistent with the Marshall & Swift®—CoreLogic Residential Cost Handbook and the Uniform Appraisal Dataset (UAD).  The course begins with a thorough review of existing manufactured housing products then delves into CHOICEHomeSM, a new accessible, affordable addition to America’s housing stock. To apply elementary and complex techniques used in the cost and the sales comparison approaches, you’ll work through a case study of these homes to develop a credible appraisal report.  Objectives:

  • Identify the multiple types of factory-built housing including manufactured home, Next Generation manufactured home, modular home, and panelized home.
  • Recognize the distinctive construction qualities of manufactured homes and how they differ from site-built homes.
  • Understand the specific secondary market appraisal requirements of Freddie Mac, FHA, USDA, VA, and Fannie Mae.
  • Understand proper data collection techniques for manufactured housing.
  • Develop an overall quality rating for manufactured homes using the Manufactured Home Quality Rating Worksheet.
  • Report accurate results of a manufactured housing appraisal on a Freddie Mac Form 70B (FNMA form 1004C).
  • Develop the cost approach for both a manufactured home and a Next Generation manufactured home using the Marshall & Swift®—CoreLogic Residential Cost Handbook.
  • Use the sales comparison approach for a manufactured home appraisal and apply new techniques when appraising a Next Generation manufactured home.

Business Practices and Ethics is an important course that provides information about standards and ethics requirements for valuers in general and, more specifically, for valuers who belong to the Appraisal Institute. Through discussion questions and examples, the class compares behavior and actions that illustrate violations of the Code of Professional Ethics, and participants learn how referrals can be made. Participants are also introduced to the Appraisal Institute Guide Notes to the Standards of Professional Practice and use these Guide Notes to resolve everyday appraisal practice problems. At the end of the course, they learn about common errors in appraisal reports and review reports, and they respond to questions about challenges that arise in appraisal practice such as requests for updates and requests to change or add intended users. These are common business practice issues that appraisers encounter in various assignments, including mortgage lending, litigation, and property tax appeal. Other real-life scenarios in the course illustrate less common business practice issues such as an appraiser’s obligation when illegal or criminal behavior is observed. AI professionals must take once every five years!

Smart Risk Management for Appraisers

This seminar covers current liability trends affecting appraisers and dispels common myths and misunderstandings. The seminar concentrates on basic liability issues concerning lending assignments, and the best ways for appraisers to prevent claims and avoid liability. Real-world lawsuits and claims form the foundation of the course. Lessons are drawn from each case and specific suggestions for how to implement the lessons in daily appraisal work are discussed.  The primary learning objectives of the course are to provide practicing real estate appraisers with an ability to do the following:

  • Understand the key legal elements of a professional negligence claim and, based on that knowledge, identify the main liability risks in appraisal work.
  • Recognize the most common parties who file lawsuits against appraisers in relation to appraisals for lending.
  • Understand why and how the USPAP concepts of client/intended user and intended use relate to legal claims against appraisers.
  • Critically evaluate intended use and user language and develop intended use and user language that reduces liability risk.
  • Critically evaluate appraisal report forms for liability risks they may create.
  • Understand the most common problems in appraisals raised in claims.
  • How to make effective disclosures in appraisal reports.
  • Handle common liability threats and actual claims properly.
  • Understand the importance of the appraiser’s work file to liability prevention.
  • Know how the statute of limitations works for common claims against appraisers.
  • Spot and address key liability issues in new forms of appraisal work (“hybrid appraisals”).
  • Understand supervisor and trainee risk.

Legal Issues for Non-Lending and Litigation Appraisal Assignments

Most discussion of appraiser liability focuses on lawsuits and claims relating to appraisals performed for mortgage lending. However, appraisal assignments for litigation and other non-lending purposes actually present a greater liability risk to the appraiser on a per assignment basis. This seminar addresses the specific liability risks and additional key legal issues associated with appraisals for litigation, divorce, estate, tax, conservation easements and other non-lending purposes. It also addresses liability considerations for review appraisers. Actual lawsuits against appraisers form the foundation of the seminar.

These are the kinds of questions that appraisers get answered in this seminar: Who sues appraisers serving as expert witnesses? Who sues appraisers performing appraisals for tax purposes? What’s the surest way for an appraiser to be sued for non-lending work? What’s the likelihood of being sued about a retrospective review appraisal? How does potential liability for a retrospective review compare with potential liability for a contemporaneous review? What are the statutes of limitation for claims? What special provisions should I consider putting in an engagement letter for different types of non-lending assignments?

The objectives of the seminar are to educate appraisers about:

  • The most common sources and causes of professional negligence lawsuits against appraisers in connection with non-lending appraisal assignments.
  • The unique liability risks imposed by certain non-lending work.
  • What appraisers can do to minimize liability risk for non-lending work (the emphasis is on better and clearer disclosure and using appropriate provisions in reports and engagement letters).
  • How to deal with common liability threat situations.
  • The role of professional liability insurance.

Virtual Classroom-Live/Interactive Participation Guidelines: Students must have computer, webcam & microphone capability to participate & receive continuing education credit. The platform will be interactive and live. The instructor must be able to physically see and interact with all students and students must be able see and interact with the instructor. A copy of your driver’s license must be emailed to the Chapter office as verification after you have registered for the offering prior to the offering start date. You will receive a separate email from the Chapter Office with log-in/access information.  You do not need a paid account from ZOOM to participate. If you are using your Ipad/Iphone/smartphone please download the ZOOM app prior to offering. Please check your webcam privacy settings on your computer. Legal Issues for Non-Lending and Litigation Appraisal Assignments

Most discussion of appraiser liability focuses on lawsuits and claims relating to appraisals performed for mortgage lending. However, appraisal assignments for litigation and other non-lending purposes actually present a greater liability risk to the appraiser on a per assignment basis. This seminar addresses the specific liability risks and additional key legal issues associated with appraisals for litigation, divorce, estate, tax, conservation easements and other non-lending purposes. It also addresses liability considerations for review appraisers. Actual lawsuits against appraisers form the foundation of the seminar.

These are the kinds of questions that appraisers get answered in this seminar: Who sues appraisers serving as expert witnesses? Who sues appraisers performing appraisals for tax purposes? What’s the surest way for an appraiser to be sued for non-lending work? What’s the likelihood of being sued about a retrospective review appraisal? How does potential liability for a retrospective review compare with potential liability for a contemporaneous review? What are the statutes of limitation for claims? What special provisions should I consider putting in an engagement letter for different types of non-lending assignments?

The objectives of the seminar are to educate appraisers about:

  • The most common sources and causes of professional negligence lawsuits against appraisers in connection with non-lending appraisal assignments.
  • The unique liability risks imposed by certain non-lending work.
  • What appraisers can do to minimize liability risk for non-lending work (the emphasis is on better and clearer disclosure and using appropriate provisions in reports and engagement letters).
  • How to deal with common liability threat situations.
  • The role of professional liability insurance.
